Master Program

The Master’s Degree Program in Educational Leadership and Management Development (ELMD), under the College of Education at National Chung Cheng University (CCU), was established in 2012 by integrating the teaching and research resources of the Graduate Institute of Education, the Department of Adult and Continuing Education, and the Center for Teacher Education. The program is dedicated to cultivating education professionals equipped with specialized knowledge, leadership and management skills, and a global perspective. With educational leadership and management development at its core, the program integrates related fields, including educational administration and policy, educational research methodology, and education and national development. Through an interdisciplinary curriculum and the expertise of its faculty, the program encourages students to examine educational issues from diverse perspectives and deepen their understanding of educational systems, organizational operations, and leadership practices.

The program is conducted entirely in English, providing an international learning environment and opportunities for cross-cultural exchange. It brings together students from diverse countries and cultural backgrounds who contribute a wide range of professional experiences and perspectives. Through classroom discussions, academic exchanges, and research training, students have opportunities to compare educational systems, policies, and leadership models across countries. These learning experiences help students develop critical thinking, communication and coordination, analytical problem-solving, and intercultural understanding skills, enabling them to apply their knowledge to their own educational contexts and professional practices.

In addition to establishing a strong foundation in educational theory and academic knowledge, the program emphasizes the connection between theory and practice. Students are encouraged to explore key concepts and practical issues in educational leadership, school management, educational administration, and policy development. Through systematic professional training, students can strengthen their organizational management, decision-making, analytical, and educational problem-solving abilities, laying a solid foundation for future careers in government agencies, schools, education-related organizations, and other professional fields related to education.

Through high-quality interdisciplinary teaching, an English-medium learning environment, and multicultural exchange, the program aims to broaden students’ global perspectives, enhance their professional competencies, and foster a commitment to lifelong learning and continuous professional development. Ultimately, the program seeks to prepare education professionals who possess international competitiveness and practical expertise, enabling them to respond effectively to the diverse educational needs of different countries and regions.

Through comparative educational perspectives and the exploration of cross-national educational issues, students gain a deeper understanding of similarities and differences in educational policies, school governance, and educational development across countries. These experiences broaden their global perspectives and encourage them to connect research findings with practical experience.

The program seeks to prepare doctoral students not only for continued professional development in higher education and academic research, but also for applying their expertise in educational administration, policy planning, school leadership, and educational organizational management. By cultivating professionals with independent research capabilities, international competitiveness, intercultural understanding, and a vision for educational reform, the program strives to advance innovation in educational knowledge and its practical application, while contributing to educational development and human resource development across countries and regions.
